Melissa Johnson, Levy Coordinator, Minnesota Department of Education
Melissa has been with the Department of Education since January 2019. Prior to that time she served for two years as budget manager at the Minnesota Department of Human Services, for four years as non-partisan fiscal analyst for the House Education Finance Committee and for nine years as a municipal advisor/analyst at Ehlers. Early in her career she also worked at the Minnesota Department of Revenue in the Tax Research and Property Tax Divisions. Melissa has a BA from Gustavus Adolphus College and a Master of Public Policy from the University of Minnesota Humphrey School of Public Affairs.

Tom Melcher, Director of School Finance, Minnesota Department of Education
Tom has over 30 years of experience in the Program Finance Division at the Department. He holds a Ph.D. in Educational Administration from the University of Florida. Before joining the department, Tom worked as a research analyst with the Institute for Education Finance at the University of Florida, and was an assistant business manager with Collier County, Florida Public Schools.

Terri Yetter, Assistant Director of School Finance, Minnesota Department of Education
Terri has been with the Minnesota Department of Education since 1989. Prior to working with the Department, Terri worked for the Iowa Legislative Fiscal Bureau as a legislative analyst for the education standing committees. She holds a master’s degree in urban and regional planning from the University of Iowa.

Daley Lehmann, General Education Funding Supervisor, Minnesota Department of Education
Daley has been with the Minnesota Department of Education since January 2017.  Prior to that time, he was a Budget Analyst with the City of St. Paul, and also worked in that capacity in the cities of Arlington and Dallas in Texas.  Daley has a BA in Political Science and Government at the University of Texas at Arlington, and earned his Master of Public Administration at the University of North Texas.

Cancellation Policy: cellations received by the MASBO office at least 48 hours prior to the event are eligible for a refund of the registration fee, less a $25 administrative fee. No refunds will be provided for cancellations received fewer than 48 hours prior to the event. No-shows will be billed for any unpaid registration fees.

Audio/Video Policy: Registration and attendance at, or participation at association events constitutes an agreement by the registrant to association’s use and distribution of the registrant or attendee’s image or voice in photographs, videotapes, electronic reproductions and audiotapes of such events and activities.
