| Employment Postings for Vendors | Current MASBO policy is to allow only Active members to post job positions on the website. Associate company members would also like to do so. As members they have access to the Member Services area. Options were discussed: do not allow, allow, or allow with a fee (MASA charges $500 per posting). Benefits of Associate Membership @ $600 annual fee include: access to Members Only areas of website, option to exhibit at Annual Conference for a fee. Discussion: Added benefit of associate membership is the ability to access and download a list of candidates from the membership database. Increasing the annual membership fees may not be appropriate since not all associates will use the job posting service. A $200 per ad fee will be invoiced as required. The policy will be revisited during 2008 budget discussion. | Policy: Associate company members may post jobs on the MASBO website for a fee of $200 per ad. Invoices will be sent by Sue as required. | ASBO Leadership Conference | The leadership conference is scheduled February 14-16, 2008. ASBO has scheduled a special leadership workshop hosted by ASAE for Executive Directors and Board members on February 14 at a fee of $250 pp for 2, and $50 pp for additional board members. (ASAE usually charges $895 for the workshop). Who should attend? Executive Director and Executive Committee: President, Vice President, President Elect. All agreed it would be very worthwhile to attend. Participation will require arrival on Wednesday, February 13, for the workshop on Thursday. Additional Board members or MASBO members may attend at their own expense. If members belong to ASBO they already have the information. | Sue: Register executive director, president, president-elect, vice president plus next director in line for the executive committee for leadership workshop. |
| Alliance for Student Achievement Representative | Dan Pyan is the new representative for the Alliance. He will serve as the liaison to the Legislative Committee. | |
| Alliance Education Summit Recap | Sue serves as the Fiscal Agent for the Alliance. She has always worked on the Summit. David Walsh is starting a grass roots effort with Community Ed Directors on parental discipline – “No” campaign. He has spoken in several districts about the campaign. Bill Morris has put together a “Positive Public Schools” video that includes an education update, benefits of levies, etc. He would like to broadcast the video on a broader basis and wants to adapt the video to be more encompassing: adding legislative platforms, etc. Bill is looking for funding. All organizations within the Alliance need to agree to discuss funding the project. Patricia and Jeff stated that David has already spoken in their districts about the initiative. | No motion was made agreeing to fund promotion of the video and initiative. |
| MSBA Conference 1. Booth Assignments 2. MASBO Presentation | Sue distributed a sign-up sheet for staffing the MASBO booth at the MSBA conference, January 17-18. Since board members will be attending the conference, it will be a good opportunity to schedule a board meeting. Speaker and topic suggestions were discussed for the MASBO presentation. Jeff volunteered to do the session along with his superintendent and board chair. The focus of the session will be “Topics of Interest to School Boards”, i.e.: budget update, 5-year plans, enrollment reports and projections. Board members agreed the topic ties to MASBO’s strategic framework. Certification would be a good topic for the 2008 conference. | Jeff Solomon – along with Superintendent and Board Chair will present at the conference. Board Meeting scheduled following the conference on Thursday, January 17. |
| Tax Levy Workshops Update | Concern was expressed that attendance at tax levy workshops is not as good as it could be since Tom Melcher meets with several regions and out state districts in addition to the workshops he conducts for MASBO. Donna L. suggested MASBO investigate the option of broadcasting Tom’s presentation, possibly partnering with Regions and charging a fee for members to participate, providing a broader opportunity for members to participate in the workshops. Once costs and options are identified the project will be referred to the Communications Committee to formulate | Sue – investigate broadcast options and costs by next Board meeting. |
| Membership Statistics | Sue distributed charts reflecting historical membership statistics. Commentary: Spike in company associate membership was brought about when the category was combined with other categories. Since MDE will now be included in company associate category, Active member count may show a decline. Responsibilities of the Membership Committee include:

| MSDLAF reaction to MNTrust appointment of MASBO Board member | Board discussed appropriateness of Patricia serving on the MNTrust Board. Patricia spoke personally with Tim Sullivan explaining her decision to join MNTrust as an individual representing her school district. Both Tim and Patricia felt comfortable and understood Patricia’s decision. Board members agreed that school district investments cannot be based on political relationships. It is important for MASBO to have relationships with all organizations but not become politically involved. When we create a relationship with one provider are we creating division among MASBO members? School districts rather than MASBO should provide representation on MSDLAF. When the relationship began there was no other competition. Revenue from MSDLAF is $74,000. The budget will need to be examined if MASBO decides to no longer participate. How do we demonstrate support to MSDLAF?

Policies:

| Membership Policy: Life Members will receive free membership to MASBO and reduced registration fees for conferences regardless of employment status. Retired members who return to work in a school district (part time or otherwise) will be considered Active. Fees will be assessed accordingly. |
| Certification proposal review | Board unanimously approved the content of the certification program proposal as provided by the Communications Committee. | Earl Athman – Fall Conference | To date, 92 have registered for the Fall Workshop and 218 for the Meeting. Fall workshop registrations are lower than usual. Sue reported that she sent the agenda to MASMS, MSBA and MASA, MEPA, MSPA several times with little to no response. | 2008 Fall Conference will be October 23 & 24 due to ASBO conference scheduled in November. |
| Kim Josephson – Institute | Institute dates are February 25 – 27, 2008. Kim distributed a sign-up sheet for daily facilitators. A session on Special Ed will be added. Some sessions were removed eliminating duplication of presentation materials. | Colleen Mertesdorf – MSDLAF Report | The association executive directors and a rep from each of the sponsoring associations met to discuss options on how to develop and promote services to school districts. It was agreed at that meeting to form an advisory group to meet twice per year (or other times if needed.) The group asked MASBO to put together a group of business managers to serve in this capacity. Colleen deferred the selection process to the Executive Committee | Executive Committee – develop to present to trustees. |
