New legislation approved this year gives school districts the authority to establish trusts and issue bonds to fund their liabilities for other postemployment benefits (OPEB).  This new legislation, coupled with the required implementation of GASB 45, has created a great deal of interest among school districts.  Ehlers will explain the implications of the new legislation, the steps involved in creating an OPEB funding plan and the experiences we have had in helping our clients set up trusts, issue bonds and develop funding plans.
