Job Description

The Executive Director of Human Resources/Labor Relations provides overall leadership and supervision for the Human Resources Department functions including Total Rewards, Benefits, Workforce Management and Negotiations/Labor Relations. The Human Resources Department provides comprehensive services to a staff of over 8,000 employees in a diverse urban school district that serves over 39,000 students.

Job Requirements

Minimum Qualifications:

Bachelor's degree required in human resource management, industrial relations, business management, labor relations, law or a closely-related field. In addition, five years of senior management experience in human resources or labor relations is required. A master's degree, certification in human resources, public sector, and/or public education experience is preferred.

Knowledge, Skills and Abilities:

-Considerable knowledge of the human resources function in a large, complex organization.

-Considerable knowledge of labor relations and negotiations theories, principles and techniques.

-Considerable knowledge of human resources and payroll information systems. PeopleSoft experience preferred.

-Considerable knowledge of benefits administration including; health insurance, worker's compensation, disability management and ADA rules/regulations.

-Ability to effectively work with public officials and union representatives.

Strong demonstrated leadership skills:

-Excellent communication and interpersonal skills.

-Ability to align human resources related functions to district organizational objectives and initiatives.

-Demonstrated strategic planning and project management skills while maintaining strong attention to detail.

-Experience leading collaborative teams.

-Ability to plan and implement creative strategies for delivering human resources services.

-Ability to interpret and apply relevant laws, regulations, contracts and applicable policies to human resources management.
