2017 Legislative Session

2017 MASBO Legislative Platform

MASBO is dedicated to defining and maintaining the highest standards of financial and operations management for Minnesota schools, and has a standing Legislative Committee. The Committee’s primary goal is to promote the adoption of state legislation that will improve the efficiency and effectiveness of school district fiscal practices and operations. Our platform covers our legislative proposals for 2017. There are several key differences between these proposals and the legislative platforms of most other groups. First, these proposals are all related to school finance and operations – the areas of our members’ greatest experience and expertise. Second, none of the proposals are intended to result in significant redistribution of resources among districts. Third, many of these proposals are designed to make school districts more cost effective and efficient within existing resources.

Impact of Removing Licensing Fees from Capital Spending

Because of concern about removing licensing fees from capital spending, MASBO distributed a survey to members in April 2013.

Local Impact on Safe & Supportive Schools Act

MASBO members provided data to MMB to help develop a local impact note on the Safe & Supportive Schools Act.

Local Impact Note

Proposed Mandatory State Healthcare for School Districts

Legislation has been introduced for a mandatory, statewide health insurance pool for school, bill SF 446 and HF 573. MASBO’s Legislative Committee has carefully reviewed the legislation, and has developed a position paper outlining some of the problems and issues pertaining to the bill. MASBO’s position is in opposition to a mandatory health insurance pool for school employees.

If you have not already done so, please familiarize yourself with the legislation, along with the position paper, and contact your legislators about how a mandatory health insurance pool will impact your district.
